Cannot use some NPC's Empty Cannot use some NPC's

Hi all, i have my server up and running already.... and i was wondering if there was anybody out there that could tell me why i cannot use the NPC's that are in the middle of horizon.... (rank5/6/7 items NPC's in the middle of town).... after i click on use store nothing happens.... anybody can help me with this? thank you.
